Rockford City Leaders Head To Wisconsin To Tackle Recidivism

Racine, WI - Rockford leaders travel to the Badger State to learn about a community re-entry program hoping to keep first time offenders from becoming repeat offenders.

Marty Kasper joined them on the trip and talked live during the 6pm newscast by phone on how it's going.
