Governor Rod Blagojevich (D-Illinois) has made his second nomination to chair the Illinois Commerce Commission in less than five months.
He selected former Rockford Mayor Charles Box to head the state body responsible for regulating utilities.
Blagojevich says Box is a veteran public servant who will make decisions in the best interest of the public.
The governor appointed Martin Cohen last fall, who was the former leader of the utility watchdog group, the Citizens Utility Board.
But the state Senate rejected his appointment, after Cohen fell two votes short of approval.
Critics believed that Cohen would not be able to make fair decisions considering his time as a consumer advocate in Illinois.
