Mother Says Child Welfare System Failed Her Daughter

   (Springfield)  --  An Illinois mother says the system failed her 14-year old daughter Chloe.
   Shelley Faulkner says Chloe was placed in DCFS custody but when she returned home a year later, she was pregnant.
   And on top of that, Chloe said she had been raped several times.
   Faulkner blames her daughter's situation on a broken system.
   She's asking lawmakers to change the "Minor Requiring Authoritative Action" which she says allows children to choose whether they want to live with their parents or not.
   A DCFS official contacted about the case says the department is not allowed to speak about any investigations.
