(Rockford, Illinois) A major effort to improve the State's court system when it comes to dealing with criminals who suffer from mental illness or substance abuse is announced in Rockford Thursday.. The impact could make the area and the entire state safer. Many of those getting caught in the criminal justice center today suffer from substance abuse or serious mental illness. Many don't get the help they need and end up being repeat offenders according to experts. Today the Illinois Center of Excellence for Behavioral Health and Justice, celebrated its formal opening , and its goal of helping Illinois courts better deal with this issue.  Rockford was picked as the location for this new program because the Forrest City has been so progressive in developing programs like Mental Health court that help the community and cut costs in the long run. The center will provide resources and training to courts all over Illinois as they deal with this serious issue.
