Police Arrest Man Tied to Gang Violence

37 year old Donnell "LA" Webb was charged with possession and intent to deliver heroin and cannibis.
The heroin charge was raised to to a Class X felony because Webb was within 1000 feet of Booker Washington Park.
Webb is on parole for a 1996 murder after he was released from jail 6 months ago.
