Quinn Signs New Budget

Quinn reduced the budget by closing and consolidating 57 state facilities in areas like corrections, juvenile justice, and human services.
Ultimately also closing Rockford's Singer Mental Health.
The governor says these cuts are needed to reach fiscal stability.
State Senator Dave Syverson says the budget makes a few fixes, but it's not enough.
Both Quinn and Syverson blame the lack of progress on the state's pension system for taking money away from other critical areas like health care and children and family services.
