With the stroke of a pen Gov. Pat Quinn (D) ended the practice. The program was meant to give tuition waivers to qualified students who needed financial help to get a college education.
Instead, many times it's been given to friends, campaign donors, and political allies. One final round of scholarships will be given out before the law takes effect. Critics say ending the program isn't fair, especially since deserving students will now miss out on the needed waivers.
