Hundreds gathered outside of the Kingdom Authority Church for the NAACP's "Justice For All" march and rally.
Ernesto Parson's, a participant from Gary, Indiana, says, "we're not going to end these acts of injustice until we stand united with each other."
The daycare connected to Kingdom Authority Church is where two Rockford police officers shot and killed 23-year-old Mark Barmore. Many people traveled from out of state to join the cause and fight for justice in the Barmore case.
"We really give credit to Rockford for making this a major issue, this happened in the past and hasn't gotten any attention, but we want to make sure this is getting the attention it deserves," says participant, Jeremy Schroeder.
The rain turned the outside march into an indoor rally. Ben Jealous, the president of the NAACP is pushing for the Department of Justice to investigate Barmore's death. He also wants a set of rules and guidelines when it comes to the use of deadly force by police.
Jealous says, "we want to make sure that every person who lives in this town and towns like this across the country feel absolutely safe that an officer will only use the least force absolutely necessary."
Jealous also thinks there needs to more training. He says the US is the only western country without a uniform set of use of force guidelines for police departments to follow. "We do it most often in this country, the most common standard here is at the academy and that's for 8 hours," says Jealous.
Hollywood actor and NAACP member Nate Parker also came to town for the event. Parker says, "I want to be in front of the church, in the church, where this thing happened and absorb this, so I can know how I can be more effective in changing the situation."
That's a goal that hits close to home. "It's important for any individual who wants to stand up against in injustice to come together and grow solidarity with other people," says Parsons.
The NAACP also wants to make sure there's adequate grief counseling for the children who witnessed Barmore's shooting. Counseling was provided in the days following the shooting.
