Rockford - A waste management employee makes a shocking discovery downtown.
The worker was about to clean out a portable toilet on the parking deck at State and Water Streets, when he found the body of an elderly man inside.
The Winnebago County Coroner's Office has identified the man as Samuel Charles Wallace of Charleston, IL. He is believed to have died of natural causes.
