Lt. Pat Hoey from the Rockford Police Department said "prostitution has always been an issue for Rockford police", but cites that due to recent tactics and a crack down on the would be customers, the number of complaints has dropped nearly 20% , saying " we know if you reduce the demand the supply is not going to be there".
Hoey says while the report doesn't fully capture the
reality of prostitution in the forest city, it does a good job of identifying
