Poverty Rate Alarmingly High Across State

1 in 3 Illinois residents lives in poverty, that's according to a study by the Heartland Alliance in Chicago and the Stateline is no exception.
Here's how the numbers breakdown for local counties' poverty rates:
Winnebago Co.: 19.1%
Stephenson Co.: 14.5%
Ogle Co.: 10.4%
Boone Co.: 10.3%
The alliance blames unemployment. Rockford alone has the worst unemployment rate in the state.
