ROCKFORD -- The man quarantined by police in the basement of the Public Safety Building has been identified as Lilrobart Adams, 20.
Around 6:00 A.M. Friday Rockford Police arrested Adams for resisting arrest following a domestic incident. He was being transported to the Criminal Justice Center in a squad car when Adams told police that he had a gun and intended to shoot them. The officers drove to the basement of the building and secured the situation.
The Winnebago County Courthouse and the Public Safety Building were placed on lockdown.
Police negotiators were sent in and have been on scene talking to the victim.
Employees were sent to the Justice Center across from the Rescue Mission.
