Dixon - The $53 million scandal may have started sooner than previously thought.
According to court documents, Rita Crundwell stole at least $25,000 from the Sister Cities Association between 1988-1990, that's two years before opening up a secret bank account.
Several of her former co-workers are slated to speak at her sentencing tomorrow. Crundwell could receive as many as 20 years in prison.
